Nope, he's not.
But yeah, it does take me to places.
What I really like about Dev's music is that each album takes you to a different place, and help enhance a different mood.
So nowadays I'm almost always listening to the Dev's because it really amplify the emotions I'm living.
The only album that the Dev hasn't released yet is a mellow/dark/melancolic album.
You know an album that has songs like Coast, Terminal, Winter, Demon League but without heavy songs like Disruptr, Gato, Heaven's end (all good songs btw).
So I'm REALLY looking forward to Ghost 2 as I think it will answer my cravings for dark yet mellow material.

OK, to actually answer the OP:

Dev's music either relaxes, excites, or (in the case of SYL) completely floors me. Sometimes the relaxation can make me sad, other times happy.

To be frank, i am horrible at straight-up meditation and any of that sort of thing. But yep, Dev knows how to make music that creates a world of its own. ie ZILTOID = SPACE METAL
