I think delays are just the name of the game for a signature guitar's first outing. The same things has happened with a few other sigs that I have gotten in the past. I'm going with the assumption that Peavey will give a nice full announcement June 20th to line up with Deconstruction's release with updated information and enough stock built up to start shipping on the day and as long as there isn't any manufacturing problems Peavey shouldn't have any problems meeting demand. It's what I'm hoping for anyway as I sit on my front porch waiting for a 3.5 foot long package to arrive. 
Speaking of Peavy USA, I actually emailed them the other day and asked when they were going to be releasing the guitar. I got the answer of:
"Thank you for your inquiry with Peavey Electronics. The Devin Townsend Signature guitar should be available to ship to dealers later this summer."
So, nothing concrete but it fits with what we've been hearing.
On to the delays thing, I can hear where you are coming from frustration-wise but on the other hand... it's a freakin' miracle this thing is even BEING made. Hell, I'm skeptical until the moment I hold one of these bad boys. I'm also painfully aware that a product like this will NOT have an very long shelf life so it's going to be get while the getting's good.
Usually signature guitars that have this level of collaboration between the artist and the guitar company are reserved for platinum status kind of bands. I'm not in anyway suggesting that is justified but, it's the truth. For Peavey to work with Devin on this is pretty amazing and shows me a lot about the kind of company Peavey is.
