Not really... DTB wasn't formed until AE, and all the previous albums Devin released were under the name of Devin Townsend. It wasn't really a band back then I think. Every album had different musicians, and on tours it was usually SYL playing Devin Townsend songs.

It wasn't until Accelerated Evolution that Devin formed a real band around the music. They're the same band in on tours and in the studio, and the other members probably have more input in the music too I guess...
It also distinguishes the band, from Devins other projects like Devlab and the Hummer.

I think it's a matter of perspective and that this ^^^^ above is a pretty facile perspective, no offense intended. I don't think the songs you play determine the band. Heck, many people argue that Pink Floyd with Roger Waters is not the same band. Or, Van Halen without David Lee Roth. There are very good arguments there.

Physicist was obviously recorded with the other members of SYL. Terria had Gene Hoglan on drums, but had Craig McFarland on bass and Jamie Meyer doing piano and keyboard with Devin doing everything else. Ocean Machine had Marty Chapman on bass *and* drums with Devin doing practically everything else. For Infinity we got Gene again on drums, Christian Olde Webbers on upright bass (presumably only on Bad Devil and Andy Codrington on trombone, again, probably only on Bad Devil.

So, looking at those, the line up on Synchestra and Accelerated Evolution are the same. Other than that, besides having Gene Hoglan play drums on Terria, Infinity, and Physicist there has been little consistency between "solo" albums. I don't think the argument can be made that the Devin Townsend Band is any that plays non-Strapping Young Lad songs but still Devin Townsend songs. Instead, to be even more precise, Ocean Machine was originally the name of that "band." and "Physicist" was the name of that "band" or project. Remember, Devin tended to have projects outside of Strapping Young Lad.

This is why I organize my iTunes library thus: Artist - Townsend Devin for Accelerated Evolution, Terria, Infinity, Physicist, and Ocean Machine. It's just easier. Maybe one of these days I'll change it to Artist= The Devin Townsend Band. But, we'll see. It's just a lot more complicated than saying it's all the same band. 'Cause, as you can see, it aint.
