I am just wondering so I know whether to buy right when the pre-sale starts or if I can wait a little bit.

Most of them did, I believe. Best to buy right away.
The official page on the website says "Fanclub pre-sale starts on August 1st exclusively at HevyDevy.com, and a limited amount of VIP packages will be available for each date." How do I join this fanclub?

I think that you just go to the Tour page on August 1st when all the dates are listed like the Evening With shows are and you should be able to buy them through there but I could be wrong. Suppose we will have to wait until one of the older forumers comments.

http://tixx1.artistarena.com/devintownsend/That's where the presales are held, from what I've seen. To get the password, just register with the web page, it'll email you the username and password.

Has anyone received an email with information on buying VIP tickets yet? I registered for the newsletter a week ago and haven't gotten anything so far. Just want to make sure I'm not out of the loop

No email yet, but if you log into the artist arena link above it has 2 shows(and it's from the last tour) and that's it
