It's Zorak, from Space Ghost, a cartoon from the late 1960, and then again in the early 80s. Then it became a silly talk show, on in the early 90s. Later, Adult Swim picked it up, and the silliness continued. Also Cartoon Planet, and The Brak Show. There were Space Ghost comic books also.
