I'm pretty sure this is a Devin Townshend song, for years I had thought it was on the Ocean Machine disc because it sounds similar, dramatic. It ends with the band stopping and him saying something to the effect of "Thats just entertainment folks" or something like that, at the end.
I'd really like to know what song it is from what album.

You are probably thinking of the song "Earth Day" from the Terria album. Half way through the song there is a bit where the lyrics go like this:
