I think you're referring to just basic filtering via equalisation.
You cut out all the lower end of the voice and just leave the mid-upper frequencies and ta-da, it sounds like you're on the telephone.
Audio programs often have various preset options under their Equalisation functions, there's usually a "Telephone" or "Radio" preset available.

Usually it's more of a midrange bandpass EQ, so just the midrange remaining (highs and lows cut off). A basic hi-pass filter works too, but it doesn't have the same 'telephone' effect.

Quite the negative one, arencha? :) Bandpass is simply a type of EQ, just like shelving/peak/etc. Not entirely sure what you meant with that post.

In Sonar, they have a preset EQ that does the same thing, called "Telephone". It just cuts lows and highs and boosts midrange.

Talkbox vocals? Wow, wait a sec, I think I got catched in infinite loop. Isn't talkbox the device to modify sound from external source with your mouth?

Slipknot uses the "megaphone" effect. Telephones arent hard enough for Slipknot!

Isn't talkbox the 'Livin' on a Prayer' effect?

Listen to just about anything Joe Walsh ever did.

More specifically one song I can remember that has it is Jambi off of Tool's 10,000 Days.
