Best concept album as a CONCEPT album -> PoS - BE.
It's literally, a whole concept that transcends the music and everything, so it's gotta be up there.

My first favorite concept album: Dream Theater's Scenes From a Memory. I mean, it's just untouchable. It's incredible how they were able to do such awesomeness and sink into what they are today.

Most awesome story: Punky Bruster, obviously  it's just great and true :D

Classic that i should love and know every single note of, although i don't: Zappa's Joe's Garage, obviously :D

Honorable mentions: Ziltoid (Devy! <3), Back to the Times of Splendor (beautiful metal album by Disillusion), Gloria (for the balls to do an album like that after BttToS :D)

and there's some more shit that i don't really remember right now cause it's 3 am

Definitely.

If you're old skool and like stuff from way back when, Genesis' The Lamb Lies Down on Broadway is a rocking concept album, although I have no idea what the hell the concept actually is. Peter Gabriel's a weird ass man.

I can't think of any other's that haven't been mentioned. Oh! Except FoaBP if no one's mentioned that yet, even if it is obvious. Or Stupid Dream too, actually. I would count those two as concept albums I suppose, even if they are a little more oblique.

Stupid Dream definitely isn't a concept album. I mean, what does Pure Narcotic have to do with This Is No Rehearsal? Pure Narcotic is about a love that isn't returned, while TINR is about this kid that was abducted and beat to death by other kids.

WHO's getting teary?

If you're going to give an 'opinion' that for some reason equates a brilliant and much loved album with Michael Jackson's appendage, probably best to actually back it up with something, yeah??

Best not to back up onto Michael Jackson's appendage, I find.

And I totally disagree with you about Operation:Mindcrime, SJ. I thought, and still think, it's a masterful concept album. MJ's cock involved or not.

This depends on whether or not you view Queensryche as a decent band or not. I, for one, dont care for them.
